Rowe International Student Scholarships Since Fall 2001, Frostburg State University has awarded scholarships to incoming and returning international students. The scholarship funds have been made available by a generous donation from the estate of Mr. Harold R. Rowe, a lifelong friend of the University who was particularly interested in promoting the value of international education here. Deadlines for this scholarship are 1 November and 1 May. Awards are made to either incoming students or students who have completed one full year at FSU. Only students on F-1 or J-1 visas are eligible to apply. Students must be able to demonstrate that they fulfill all admissions requirements or that they are currently in good academic standing. Students may receive more than one award, but the scholarships are only awarded for a period of one semester or one year and do not continue beyond that time period. Awards are normally either $1,000 or $2,000 and are not intended to cover tuition or living expenses. Graduate students may contact the Graduate Services Office for further information about Graduate Assistantships and International Fellowships. Please note that recipients of International Fellowships are not eligible for the Rowe Scholarship. Application.
