Youth Camps & Conferences

Any conference delegate under the age of 18 will be considered a minor. The policies for minors are as follows:

• The ratio of adult supervision to minors shall be 1 to 10.
• The conference management will be required to have all minors in their respective residence halls by 11:00 p.m., each evening.
• THE UNIVERSITY RESERVES THE RIGHT TO DEMAND DISMISSAL OF A STUDENT OR GROUP OF STUDENTS FOR INAPPROPRIATE CONDUCT. A COPY OF THE UNIVERSITY'S RULES GOVERNING MINORS IS ENCLOSED.
• The University's health center will be available during the regular work day to administer simple first aid only. Any serious injury or illness should be taken to the Western Maryland Health System - Memorial Campus or Sacred Heart Campus. However, in both instances, the following requirement is of utmost importance: CONFERENCE SPONSORS MUST HAVE ON FILE ON EACH MINOR A STATEMENT SIGNED BY THEIR PARENT(S) OR LEGAL GUARDIAN(S) PERMITTING YOU, THE SPONSOR, TO TAKE THE MINOR TO THE HEALTH CENTER AND/OR HOSPITAL. Please be prepared to have these statements on campus with you, as they could be requested for verification to perform treatment.
• It is suggested that conferences hosting minors have a first-aid kit accessible.
• Please see attachment, "Rules and Regulations Governing Minors", at the end of this section.

Conferences Rules and Regulations for Governing Minors

The following will constitute serious violations of University rules and regulations established for minors attending conferences:

• The possession of alcoholic beverages or illegal, controlled substances (i.e., drugs);
• Drunken or disorderly conduct;
• Possession of explosives or fireworks;
• Unnecessary noise or disturbances;
• Tampering with firefighting equipment or fire alarm systems;
• Use of athletic equipment within the residence halls, i.e., hockey equipment, skate boards, skates, footballs, basketballs, volleyballs, tennis balls, frisbees, etc.
• Failure to comply with conference staff acting within the scope of their responsibilities.
• Your activities should be restricted to the residence hall to which you are assigned. OTHER RESIDENCE HALLS ARE OFF LIMITS.
• Quiet Hours- in the interest of guaranteeing proper sleep and rest, quiet hours have been established. Quiet hours will begin at 11:00 p.m., and extend until 7:00 a.m., the following morning. There should be no noisy gatherings in the hallways of the sleeping areas or in the lounges, no loud playing of radios and stereos, shouting, or door slamming during these hours. All minors must be in their assigned hall by 11:00 p.m. unless the University approves a later hour due to special activities.
• Frostburg State University requires a ratio of one (1) adult counselor/leader to every ten (10) minors (this is a minimum requirement).

This summary is not meant to be all-inclusive. Please be certain to check the specific rules and regulations which may be applicable to your particular conference. In all situations, we ask that common sense be used and that proper respect and consideration be given to all individuals.

Please check at the residence hall desk to determine the hour when the hall will be locked each night.

VIOLATIONS OF UNIVERSITY RULES OR REGULATIONS COULD RESULT IN IMMEDIATE SUSPENSION FROM RESIDENCE HALLS. THE UNIVERSITY RESERVES THE RIGHT TO REQUEST REMOVAL OF ANY INDIVIDUAL OR GROUP WHO DOES NOT ABIDE BY THESE POLICIES
