Defensive Driving Course for the 10 Passenger Van Driver

Background:
In the Spring of 2001, the Highway Traffic Safety Administration (NHTSA) issued cautionary warning to all county, state, & federal agencies of the risk of the 10 passenger vans:
  • Increased risk when carrying 10 or more passengers.
  • Three times more likely to roll over than ones that are lightly loaded.
  • NHTSA analysis revealed that loading the 10-passenger van causes the center of gravity to shift rearward and upward increasing the likelihood of rollover.
  • The shift in the center of gravity will create the potential for loss of control in panic maneuvers.

The Grim Facts
  • The NTSB reports that between 1994 and 2004,there were 1,512 fatal crashed involving 10-passenger vans.
  • A total of 642 of these were single vehicle crashes; 515 of the vehicles rolled over
  • In 2004 alone, 120 occupants of 15-passenger vans died involving these vehicles.
  • More than half of the 10-passenger vans involved in single-vehicle incidents rolled over, compare to one-third of passenger cars.
  • Eighty-one percent of crash related occupant deaths in 15-passenger vans occur in single-vehicle rolled over.

Policy Change
  • As a result of the warning by NHTSA, the Health & Safety Committee was directed by the Executive Committee to review policy to assure safety of drivers and passengers of this van.
  • The Health & Safety Committee made training aid recommendations to the Executive Committee.
  • One policy recommendation was the requirement that all drivers of this vehicle undergo mandatory training.

The Vehicle
  • 10 passenger van (1 driver and 9 passengers)
  • Ford and Chevy models
  • These vans are part of the FSU over the road fleet
  • FSU will continue to buy and use them  as the state allows and so long as training is conducted for all drivers.
  • Used heavily to transport students to events locally and out of town

Training Requirements:
  • open to students, faculty and staff.
  • If required to drive the 10-passenger van.
  • Drivers must pass driver license background check in order to drive FSU vehicles.
  • Holders of CDL are not required to take this training.

Conclusion

  • Certificate of Completion is evidence of completion and good nationwide.
  • When you leave the university and you are required to drive this 10–passenger van, you will not be required to take the training again. Show your new employer this certificate of completion.
