Background:
In the Spring of 2001, the Highway Traffic Safety Administration (NHTSA) issued cautionary warning to all county, state, & federal agencies of the risk of the 10 passenger vans:
nIncreased risk when carrying 10 or more passengers.
nThree times more likely to roll over than ones that are lightly loaded.
nNHTSA analysis revealed that loading the 10-passenger van causes the center of gravity to shift rearward and upward increasing the likelihood of rollover.
nThe shift in the center of gravity will create the potential for loss of control in panic maneuvers.
