International Student Admission

This page explains the application procedures for international students interested in graduate study at FSU. Additional information and all required forms can be found in the Supplemental Application Requirements for International Students (PDF).

International Student Application Deadlines

For an overseas international student seeking admission to Frostburg State University, the application and other required documents must be received by the Office of Graduate Services according to the following schedule:

Admission Requirements

If you are a foreign national and have been awarded the baccalaureate degree (or its equivalent) from any institution other than a U.S. regionally accredited institution of higher education, you must do the following before you can be considered for admission to graduate study:

  1. Submit a completed Application for Graduate Study to the Office of Graduate Services, Frostburg State University, Frostburg, MD 21532-1099, U.S.A. Special note: Please notice that there is a different form for undergraduate admission (B.A., B.S., B.F.A.) and graduate admissions (M.A., M.B.A., M.Ed., M.S.)
  2. Ask the Educational Testing Service (ETS) to send the results of the Test of English as a Foreign Language (TOEFL) to the Office of Graduate Services, Frostburg State University. Take this test if you are from a non-English speaking country. Take the test approximately six months in advance of the semester for which you are applying. You must achieve a minimum score of 550 on the TOEFL paper exam or 213 on the computer-based TOEFL to be eligible for admission.
  3. Submit official copies of transcripts showing all university and college work. These transcripts must show the subjects taken, grades for the subject, and degrees awarded. Official copies must bear the seal of the issuing institution and the actual signature of the college or university registrar.
  4. Have transcripts for institutions other than American institutions translated and evaluated by

    World Education Services, Inc., P.O. Box 745, Old Chelsea Station
    New York, NY 10011, U.S.A.;

    Education Credential Evaluators, P.O. Box 92970
    Milwaukee, WI 53202-0970; or by

    International Consultants of Delaware, Inc., 109 Barksdale Professional Center
    Newark, DE 19711, U.S.A.

    Your credentials will be evaluated and a report forwarded to the Office of Graduate Services. No action will be taken on your application for admission until the evaluation has been received.
  5. Complete the International Student Certification of Financial Support form and submit it to the Office of Graduate Services. This form attests that your sponsor is aware of the educational and living expenses and is prepared to provide the necessary funds. Students must pay all educational costs for the semester in full at registration.
  6. Complete the Health Insurance Acknowledgment Form (included in the Supplemental Application Requirements for International Students) and submit it to the Office of Graduate Services. You are required to maintain adequate health insurance to continue as an active FSU graduate student and as a valid F-1 visa holder. Students are required to enroll in health insurance and will be billed for health insurance on their student registration bill.
  7. Fulfill program admission requirements.

No applicant can be granted admission to Frostburg State University, nor can an I-20 form be issued until all information required has been received by the University.

If you are an international student residing outside the United States, you should not come to Frostburg State University before receiving a formal letter of admission and an I-20. Application Materials Checklist

The following materials must be sent to the Office of Graduate Services, Frostburg State University.

  1. FSU Graduate Application Form
  2. Official TOEFL results
  3. Official college or university transcripts with offical credential evaluation
  4. FSU Certification of Financial Support Form, with officical bank statments from sponsor
  5. $30 Application Fee - sent to the Business Office, Accounts Receivable, Frostburg State University. This fee must be provided in check or money order in U.S. currency. Frostburg State University is not able to process foreign currency or checks drawn on banks outside of the United States.
  6. FSU Health Insurance Acknowledgment Form
  7. Graduate Programs in Biology, Computer Science, Counseling Pyscholgy, Human Performance, and School Counseling require supplemental application materials. Please contact the Office of Graduate Services to arrange to recieve the appropriate supplemental application materials.

The following must be sent to International Consultants of Delaware, World Education Services or Education Credential Evaluators, Inc.:

  1. Application for Evaluation of Foreign Credentials
  2. All transcripts and academic records
  3. Required fee for “Document-by-Document” credential evaluation for all graduate programs except the MS Applied Computer Science which requires the “Course-by-Course” evaluation.

Frostburg State University is not able to provide need based financial support to international students. FSU is not able to offer academic assistantships or fellowships that will provide for the total cost of education. Should you complete the Graduate Assistantship application process and be awarded a Graduate Assistantship you will still need to be able to document $10,800 USD in additonal funds of your own or from a sponsor to provide for the total educational costs. Should you be awarded an International Graduate Fellowship you will need to be able to document $6,300 USD in additional funds of your own or from a sponsor to provide for the total educational costs.
