He has fought to increase funding for Hagerstown Community College and is helping to bring the University System of Maryland center to downtown Hagerstown. He has one of the best attendance records in the Senate and has handled more than 80,000 constituent requests during his tenure in state government.

Student Gary Austin, of Funkstown, earns his liberal studies/sociology degrees with a concentration in public administration, while working fulltime as a building inspector for the Washington County Department of Permits and Inspections. He is the recipient of the 2002 Career Connections Award of Excellence for Liberal Studies and Sociology, the 2003 Career Connections Award of Excellence for Liberal Studies and a Partnership in Education-Dynamark and Freeman Charitable Trust Award in 2002. He was inducted into Alpha Kappa Delta, a national honorary society for sociology and was also inducted into Pinnacle, a national honorary society for adult learners. In the community, he is a past PTA president and has been active in local high school band booster organizations. He will pursue a Masters of Liberal Arts degree at McDaniel College in Westminster.
