Frostburg State University will present the 2014 Distinguished Alumni Achievement Award to Joseph W. Lambert, director of Information Management for the Central Intelligence Agency and a member of the class of 1979, at its 144th commencement ceremony on Thursday, May 22, during the 9:30 a.m. ceremony for the Colleges of Business and Education.

Lambert entered on duty with the CIA in 1984, serving in the Office of the Deputy Director for Intelligence and the National Intelligence Council. He has worked as the information management officer for the National Photographic Interpretation Center and the Directorate of Intelligence.

He has also served as the director of Information Management for the National Imagery and Mapping Agency and the National Reconnaissance Office. In addition to being the privacy and civil liberties officer at the CIA, he is responsible for CIA records and security classification management and declassification and release programs.

Lambert earned his bachelor’s degree in business administration from Frostburg State College, a Master of Public Administration degree from George Washington University and has studied leadership at Northwestern and Harvard universities. He is a recipient of the Intelligence Community’s National Intelligence Certificate of Distinction and a Meritorious Presidential Rank Award.

As the keynote speaker at the 2014 Sloop Institute for Excellence in Leadership, he offered the following advice to FSU students: “You’ll soon have a Frostburg State education behind you, and anything is possible.”
