Frostburg State University Provost Dr. Stephen J. Simpson recently announced the promotion of three members of his staff, reflecting the University’s continued emphasis on expanding educational programs, innovative teaching and student engagement.
Associate Provost Dr. John F. Bowman will soon become Vice Provost. Also promoted were Dr. Mary J. Gartner to Associate Provost and Dr. James M. Limbaugh to Associate Vice President for Institutional Effectiveness. The appointments take effective July 1, 2007.
Bowman, who currently serves as Associate Provost, joined the FSU faculty in 1978. In his new position, Bowman will serve as the second-ranking member of the Provost’s office. His duties will include direction of academic support areas, expanding the use of technology and growing the University’s international presence.
As Associate Provost, Gartner will focus on program development, especially in the areas of graduate education. A staff member since 1989, Gartner will also serve on the University’s enrollment management team and represent Frostburg on several state-wide groups addressing curriculum issues and the relationships between four-year institutions and community colleges.
Limbaugh’s new role highlights the University’s expanding emphasis on planning and assessment, an emphasis outlined in new President Jonathan C. Gibralter’s April inaugural address. A member of the FSU staff since 1980 and more recently a member of the Provost’s staff, Limbaugh will organize the University’s response to its recent Middle State’s accreditation and its recommendations related to planning, institutional assessment and learning outcomes. He will also continue his oversight of the University’s innovative first-year programs.
