FSU Exempt Employees Vote to Unionize with AFSCME
07/31/2002

During an election held July 31, exempt employees of Frostburg State University voted in favor of unionizing, choosing American Federation of State, County and Municipal Employees (AFSCME) as their exclusive representative.

The final vote was 31 for AFSCME and 15 for no exclusive representative (or status quo), with 8 votes challenged by AFSCME. Out of 63 eligible exempt employees, 54 voted. Since AFSCME's total was the majority of the votes cast, the challenged votes will not be counted.

Organizers filed a petition May 17 with the Maryland State Higher Education Labor Relations Board seeking an election to determine whether University exempt employees want to be represented by a union. That petition was later certified and an election date was set for July 31.

"We respect our employees' right, under the law, to choose collective bargaining, and we are determined to do all that we can to reach an amicable agreement that is fair to both employees and the institution," said Dr. Catherine Gira, Frostburg State University president, about today's election.

Representatives from SHELRB conducted the election on the FSU campus and tallied the votes, with University and union representatives present.

Campus and AFSCME representatives will meet to negotiate a Memorandum of Understanding for exempt employees that will address wages, hours and working conditions at FSU. No date for the initial meeting has been set.

In October of 2001, FSU's non-exempt employees chose AFSCME to represent them, and its sworn police officers chose the Maryland Classified Employees Association (MCEA).
