FSU Foundation Inc. Welcomes Five New Members to Board

The Frostburg State University Foundation Inc. at its most recent meeting welcomed five new members to its Board of Directors: Larry Boggs of Cumberland, Md., Dr. Barry Phillips of Oakdale, Pa., Jason Sweitzer of Oakland, Md., and Sandy Day of Mt. Airy, Md., as well as Ronald Forrester of Middletown, Md., who serves in an ex officio capacity as the president of the FSU Alumni Association.

During Boggs’ more than 30 years as a financial adviser with Wachovia Securities, he has received numerous honors, including the 2006 Wachovia Way Award celebrating personal and professional success, and has achieved the title of Managing Director – Investment Officer, designating the highest standards of ethics, production and client service. Boggs, who holds an MBA from Frostburg, is an active member of the University System of Maryland Foundation Board, including serving on the USMF Investment Committee.

Phillips, of Oakdale, Pa., and a native of Mount Savage, has more than 30 years of experience in leading research, development, and manufacturing in the field of polymers, plastics, and inorganic materials, rising to a major leadership role in Bayer MaterialScience, senior vice president for NAFTA, HSEQ, and Future Business. He holds several patents and has authored numerous technical papers. A 1969 graduate of Frostburg, Phillips also holds a doctorate in organic chemistry from West Virginia University, and did post doctoral studies at the University of Nebraska.

Jason Sweitzer of Oakland, Md. is an investment executive and trust officer with First United Bank & Trust, a position he has held since 2000 in the Cumberland office. He provides professional advice and consultation to clientele concerning investments, financial planning and general business decisions, while assisting the bank and the Trust Department with investment policy decisions. Sweitzer has received NASD Series 7, 63, and 66 Designations and is a Certified Financial Planner.

Day of Mt. Airy, Md., is the past president of the FSU Alumni Association and a 1967 Frostburg graduate. A former middle school educator, Day currently serves on the board, as secretary and as a singer for the National Christian Choir. A very active volunteer, organizations that benefit from Day’s service include Montgomery United Methodist Church and the Chesapeake Alumnae Association of Alpha Xi Delta, which in turn serves the First Book program that collects books and other materials to serve children’s education in needy areas.

Forrester, a 1967 Frostburg graduate, is a senior military analyst for Science Applications International Corp. supporting the Director for Operations, U.S. Joint Staff, Department of Defense, in the Pentagon. He spent 26 years in the U.S. Air Force as a missile and space operator, had two tours as a detachment and squadron commander, and retired in the grade of Colonel in 1993 while serving in the Pentagon.

The Frostburg State University Foundation serves as the tax-exempt entity through which donors make charitable gifts to support a myriad of programs at the University. The Foundation is governed by the Board of Directors, who assume the fiduciary responsibility for the management of funds provided by donors.
