On Sunday, November 6, 2011 at 1:30 A.M., members of the Frostburg City Police Department were dispatched to Maple Street, Frostburg, Maryland for an assault victim. Officers from the Frostburg University Police Department, Maryland State Police – Cumberland Barrack and Allegany County Sheriff’s Department also responded to the scene. Upon the officer’s arrival, they discovered the female victim lying on Maple Street, who had sustained trauma to her head and was bleeding. First aid was immediately initiated and emergency medical personnel were summoned.
The victim was transported to Western Maryland Hospital by EMS personnel. The victim died from the injuries sustained during the assault and was pronounced dead by an emergency room doctor. The victim will be taken to the Office of the Chief Medical Examiner in Baltimore for an autopsy. The victim was identified as 19-year-old Kortneigh McCoy, from Baltimore, Maryland, who was a student at Frostburg State University.
Investigators from the C3I Criminal Investigative Unit responded to the scene to initiate an investigation. The preliminary investigation revealed that shortly before 1:30 A.M. the victim was at a residence on Maple Street, when a disturbance started between several individuals inside the residence, including the victim. The victim became involved in a verbal argument with the suspect, which lead out to Maple Street. The suspect produced a knife and stabbed the victim.
The suspect is identified as 23 year old Shanee Liggins, from Waldorf, Maryland, who is a student at Frostburg State University. After consultation with the Allegany County State’s Attorney’s Office, Liggins is being charged with first degree murder and second degree murder. She is currently in police custody and will be taken before a District Court Commissioner for her initial appearance.
A motive for the murder has not been established at this time. The investigation is continuing.
