Who’s FSU Award Presented to Outstanding Music Educator

Dr. James Russell Perkins, a 1974 graduate of the Frostburg State University music education program, was recently presented with the College of Liberal Arts and Sciences Who’s FSU award in recognition of outstanding professional achievements. Perkins was recognized at a March “Friends of Music” event held at the National Cathedral in Washington, D.C.

Perkins has been involved in the field of education for over 30 years, serving first as a music teacher in Baltimore City. For 12 years, he served as band director of the award-winning City College High School band program. While directing bands at City College, he also served as the coordinator for the Bands Festival in Baltimore City.

While teaching, Dr. Perkins earned his M.ED. and Ph.D. in Administration and Supervision. Soon after receiving those degrees, he moved into school administration, serving as assistant principal and then principal in Baltimore City. As principal, Perkins took a special interest in the area of special education and designed a program, with the support of 100 Black Men of America, to help successfully move special needs students into inclusion programs. He retired from Baltimore City schools in 2004, but returned in 2006. He is now serving as a Restructuring Implementation Specialist.

Perkins is still actively involved in music as member of the Columbia concert and jazz bands, the Reisterstown Jazz Ensemble and the Carroll Community College Jazz Band. He is also a charter member of FSU Friends of Music.

The Who’s FSU Award recognizes a select group of alumni each year who are leaders in their professions. Selection is based upon outstanding and noteworthy professional achievements.
