The USM Council of University System Staff (CUSS) provides non-faculty employees of the University System of Maryland, who are excluded from collective bargaining by virtue of their position, with a voice in the governance of the system. Through the council, all staff have the opportunity to influence decisions affecting the System Staff's interests. Frostburg State University has two representatives serving on CUSS.
