REGIONAL DIRECTOR - MD SMALL BUSINESS DEVELOPMENT CENTER
POSITION NO.: 08-010239-WEB

The Maryland Small Business Development Center (SBDC), located at Frostburg State University, seeks applications for a Western Maryland Regional Director. This is a full-time, exempt position that includes University System of Maryland (USM) benefits package.

The Maryland Small Business Development Center (SBDC) Network is comprised of six regional sub-centers administered by the SBDC Lead Center located at the University of Maryland, College Park. The SBDC Network provides comprehensive management and technical assistance to the small business community of the State of Maryland through consultation, educational seminars and resource libraries provided by the regional sub- centers. Each center is managed by a Regional Director.

RESPONSIBILITIES: The Regional Director is responsible for overall management of the Western Region SBDC sub-center, comprised of Frederick, Washington, Allegany and Garrett counties. The Regional Director's managerial responsibilities will include the following activities:

  • Direct and supervise the daily operations of the sub-center, including financial and programmatic decisions.
  • Provide management and technical assistance in areas of general business to clients.
  • Critique business plans and coach clients on how to improve business plans.
  • Perform outreach to meet the needs of SBDC clients.
  • Ensure that the sub-center's programs and financial affairs are in compliance with Maryland SBDC policies, procedures and strategic plan, and federal and state regulations.
  • Coordinate communication and service delivery among small business clients, the Lead Center, the U.S. Small Business Administration, and the business community.
  • Prepare required reports, including the annual budget and quarterly performance and required financial documents.
  • Develop and carry out programs that are commensurate with the market demand of small business clientele, the network's strategic plan and funding capacity.
  • Train and supervise counselors.
  • Obtain resource partners to contribute to the support and financial stability of center operations, including grant applications.
  • Perform other duties as necessary to ensure the consistent provision of client services.

MINIMUM QUALIFICATIONS: Master's degree in Business Administration or related field. Five years of relevant business experience, including finance, marketing, and personnel. Knowledge of the start-up process and regulatory environment for small business in the State of Maryland. Strategic planning and management skills; knowledge and experience in preparing grants and monitoring budgets; strong verbal and written communication skills; ability to interact with a variety of clients. Three years of proven supervisory experience.

PREFERRED QUALIFICATIONS: Five or more years of demonstrated experience related to providing assistance to small businesses and working familiarity with SBDC programs.

OTHER: Any combination of training and experience substantially equivalent to graduation from an accredited college or university with a master's degree in a related field and progressively responsible related work experience may be considered.

STARTING SALARY: Commensurate with experience.
