International Students

This page contains information for international students interested in undergraduate study at FSU. Students interested in graduate study should visit the Graduate Studies web site for complete information on graduate international student admissions.

International students are encouraged to apply for admission to Frostburg State University. The international student admission process is concerned primarily with three things: (1) academic qualifications; (2) English language proficiency and; (3) financial support.

The following documents must be submitted before the application file is considered to be complete. While the application and all other required documents can be submitted at any time, we strongly recommend that you follow the time schedule listed below to allow sufficient time for the processing of your application, and for you to obtain a student visa and make your travel arrangements.

Due to limited on-campus course offerings and the suspension of many campus services during the summer months, applications for international admission will generally not be accepted for the Summer Semester.

Requirements

  • Submit an original Application for Admission to Frostburg State University. We prefer that you apply on-line at http://gobobcats.frostburg.edu. Alternatively, you may download and print a paper copy of the application at http://www.frostburg.edu/ungrad/admiss/undergradapp.pdf. The name on the application form must match your name as it appears on your passport. If submitting a paper application, the form must be signed and dated by the student.
  • Pay the one-time application fee of $30.00 (USD) to Frostburg State University. Payment by credit card may be made online at http://paws.frostburg.edu/WEBAPP/pay.html Checks or Money Orders should be made payable to Frostburg State University (do not send cash). The student’s name should be included with any payment.
  • Submit official or school certified academic transcript(s) from all high schools and/or colleges/universities attended. Your academic transcript(s) must list courses undertaken, grades received, annual mark sheets, examination sheets, and leaving certificates as they apply in your home country. Educational credentials not available in English must be accompanied by an official English translation completed by a licensed translator.
  • A professional course-by-course evaluation of foreign academic transcript(s) is required for all international applicants. This professional evaluation will determine your academic level within the American system of education. You may send your transcript(s) to one of the following evaluation services. You will be required to pay a fee for the evaluation service.

  • A one-page application essay is recommended but not required (see application for Optional Essay guidelines).
  • College level transfer students with less than the equivalent of 24 American transfer credits must have a cumulative grade point average (GPA) of at least 2.5. The high school transcript(s) and the SAT I test score(s) must also be submitted. (The SAT I score is not required for transfer students who have been out of high school for more than three (3) years.)
  • College level transfer students with the equivalent of 24 or more American transfer credits must have a cumulative GPA of at least 2.0.
  • Proof of English proficiency (may be waived upon request for students whose native language is English). FSU will consider English proficiency scores from:
    • TOEFL F-1 degree seeking (550P/213C/79iBT) or J-1 non-degree seeking (500P/173C/61iBT)
    • IELTS F-1 degree seeking (6.0) J-1 non-degree seeking (5.5)
    • iTEP F-1 Grad (4.5), F-1 Undergrad (4.0), J-1 Exchange (3.0)
    • ELS Language Centers- successful completion of ELS Level 112
    • Inlingua Language Center- successful completion of Level 8
    • The Language Company (TLC)- successful completion of TLC F-1 degree seeking (Level 9) or J-1 non-degree seeking (Level 7)
    • LADO International College- successful completion of LADO Level 10

*Please note that the indicated English proficiency scores for J-1 Undergraduate Exchange Students (who are admitted to FSU as Non-Degree students) are lower than the required English proficiency scores for F-1 degree-seeking international students at Frostburg State University. Students who may later decide to become degree-seeking students at FSU, must reapply for international admission and meet higher standards of English proficiency.

For students who choose to take the TOEFL or IELTS exam, we recommend that you take it at least six (6) months in advance of the semester for which you are seeking enrollment.

  • Please provide a clear photocopy of the identification page from your passport.
  • If you are applying to Frostburg State University from within the United States, submit clear photocopies of all immigration documents issued by the U.S. Department of State and U.S. Citizenship and Immigration Services (USCIS). Please include photocopies of your passport, most recent visa (even if it is now expired), and I-94 card (front and back). Please also include photocopies of any Notice(s) of Action for Application to Extend/Change Non-Immigrant Status and any previously issued Employment Authorization Documents (EAD cards), if applicable.
B1/B2 Visitors interested in studying at Frostburg State University must be approved for a Change of Status to F-1 International Student by U.S. Citizenship and Immigration Services (USCIS) before enrolling in or attending classes.   • F-1 International students who are transferring to Frostburg State University from another U.S. college, university or Intensive English Program (IEP) must provide a completed Transfer Eligibility Form and clear photocopies of ALL previously issued I-20 documents (pages 1 and 3).
  • All applicants who wish to receive an I-20 document or DS-2019 from Frostburg State University must submit a completed International Student Certification of Financial Support form along with required supporting financial documentation. The form can be downloaded from http://www.frostburg.edu/ungrad/finconfformug.pdf The student’s financial sponsor must provide an original bank statement showing sufficient funds to cover the student’s tuition, fees, room and board, books, health insurance, and personal expenses for at least the first full year of academic study. The name of the account holder on the bank statement must match the name of the financial sponsor indicated on the Certification of Financial Support form, and the bank statement must be less than 6 months old. (Photocopies and computer generated bank statements are not acceptable.)

* Based on 12 Out-of-State credit hours per semester, small double occupancy room, 19 meals per week, and mandatory health insurance coverage. Expenses are subject to change at any time. Additional funds are required for accompanying dependent spouse or children. Students should contact the University to determine current annual costs.

F1-international students are eligible to apply for certain merit and need-based scholarships. Please refer to the Financial Assistance for Undergraduate International Students fact sheet to determine possible eligibility for these awards.

F-1 and J-1 international students must be enrolled full-time (minimum of 12 credits) to maintain lawful non-immigrant status. Only ONE online or distance learning course (maximum 3 credits) can count toward the full-time requirement each semester.

Health Insurance Coverage is mandatory for all F-1 and J-1 international students attending Frostburg State University. International students will be automatically enrolled in a group health insurance plan through FSU's international student insurance provider. The cost is approximately $87.00 per month (price subject to change). The cost for enrollment in the international student group health insurance plan will be charged directly to the student’s FSU account at the start of each semester. Students remaining in the U.S. during the summer months will also be required to maintain health insurance coverage during that time.

F-1 or J-1 students should NOT come to Frostburg State University until you receive a formal letter of admission and either an I-20 document or DS-2019.
