Special Programs & FA Procedures - Attending Another Institution for Credit at FSU

There are two different ways to earn credit at Frostburg State University while attending another institution. The first way a student may attend another institution and receive FSU course credit is by majoring in an area of study where the academic department offers FSU courses that can or must be taken at another institution's campus. This arrangement is known as an "Inter-Institutional Agreement." Students who participate in an inter-institutional agreement are registered at both FSU and the outside institution simultaneously. Despite this dual registration, the student is only charged for the course by FSU. Since the student is charged by FSU, no special arrangements need to be made with the financial aid office. The department who most commonly participates in inter-institutional agreements is the Recreation Parks Management Program. Students in the Recreation and Parks Management Program, who are seeking information about an inter-institutional agreement, should contact Maureen Dougherty by calling (410) 869-1103, or by emailing her at mdougherty@ccbc.cc.md.us. To find if the classes you wish to take can be taken as part of the Inter-Institutional Program, please contact the department for your academic major.

In other cases, when a student wishes to receive FSU credit for courses he or she is taking at another institution, the student must make special arrangements with the University. If a student who is receiving financial aid wishes to take a course at another institution, and he or she is not able to do so by participating in an Inter-Institutional Agreement, the student must apply for a "Consortium Agreement" with the Financial Aid Office. A consortium agreement is an agreement between one or more schools that allows one school to award a student financial aid for the coursework the student is taking at each separate institution. In order for a student to qualify for a consortium agreement, the student must meet the following criteria:

  • Be registered for at least 3 credits at FSU
  • Be degree-seeking at FSU
  • Be enrolled for coursework at another institution that will be able to transfer in towards their FSU degree
  • Complete all necessary paperwork at FSU to gain approval to take the course(s) at the other institution before taking the course(s)
  • Complete all necessary financial aid paperwork at FSU, including the Free Application for Federal Student Aid (FAFSA) and the Consortium Agreement Application.

Students must complete the "Authorization for Attendance at Another Institution" form with the FSU Registrar's Office to gain approval for taking courses at another institution for FSU credit.
