Special Programs & FA Procedures - Engineering Students Students enrolled in the electrical or mechanical engineering programs offered by Frostburg State University (FSU) in collaboration with University of Maryland, College Park (UMCP) are subject to a different financial aid arrangement due to the unique nature of the program. During the freshman and sophomore years, students are eligible to apply for financial aid through FSU. After completing 45 credits of designated course work, students formally apply for admission into UMCP's Clark School of Engineering and are considered UMCP students at that time. At that point, a student must reapply for federal or state aid through UMCP's Office of Student Financial Aid.
