• U.S. Citizen
• U.S. National (including natives of American Samoa or Swain's Island)
• U.S. Permanent Resident with an I-551, I-151 or 551C (Alien Registration Receipt Card), or a Passport or I-94 form with a stamp indicating I-551 status.
• Eligible Non-Citizen with an INS Arrival Departure Record (I-94) form with one of the following designations: "Refugee", "Indefinite Parole" and/or "Humanitarian Parole", "Asylum Granted", "Cuban-Haitian Entrant, Status Pending", or "Conditional Entrant" (valid only if issued before 4/1/1980)
• Temporary Resident with an I-668 Card.

If you meet one of the criteria listed above, then you are eligible to file a Free Application for Federal Student Aid (FAFSA form). By completing the FAFSA form, you are applying for Federal, State, and Institutional aid. Please keep in mind that the priority deadline for financial aid at Frostburg State University is March 1. If you are a student holding one of the following Visas, you are NOT eligible for Federal, State, or Institutional financial aid:

• Student Visas (F1 or F2)
• Exchange Visitor Visas (J1 or J2)
• G-Series Visas (international organizations)
• Non-citizens with only I-688A or I-688B cards
• Non-citizens with only a notice of approval to apply for Permanent Residence (I-171 or I-464)
• Non-citizens with only Family Unity Status (Form I-797).

Graduate Assistantships

A limited number of Graduate Assistantships are available for students possessing an F-1 or J-1 visa, a minimum cumulative grade point average (GPA) of 3.0, and who have been admitted to one of Frostburg State University's graduate programs. Applicants must apply and are chosen by program supervisor based on academic qualification, experience, and professional goals. Awards are given for the academic year only and summer positions are limited. Awards may be renewed if the recipient maintains full-time enrollment, a cumulative GPA of 3.0, and remains in good academic standing. These awards cover the cost of tuition for up to 30 credit hours per academic year and recipients also receive $5,000 in an annual stipend.

International Graduate Fellowships

Six International Graduate Fellowships are available each academic year for students possessing an F-1 or J-1 visa, a minimum cumulative grade point average (GPA) of 3.0, and who have been admitted to one of Frostburg State University's graduate programs. Applicants must apply and are chosen by a review committee based on academic qualification, experience, and professional goals. Awards are given for the academic year only. Awards may be renewed if the recipient maintains full-time enrollment, a cumulative GPA of 3.0, and remains in good academic standing. These awards cover the cost of tuition for up to 30 credit hours per academic year and recipients also receive $6,500 in an annual stipend.
