Aid Programs - Outside Sources

When trying to locate money for college, students are not limited to the financial aid offered to them by Frostburg State University. In addition to federal, state, and institutional aid, outside civic and private organizations often have money to offer students that apply. A collection of outside grant, scholarship, and self-help programs is listed below.


Outside Scholarships - As a rule, students should check with their high school counselors, employers, parents’ employers, churches, or any other community organizations they are members of, in order to find other grant or scholarship programs that they may apply for. Students may also use free online scholarship searches to locate money for college. Students should never pay for help finding financial aid. Legitimate scholarship searches and financial aid help should be free. The following is a list of free online scholarship searches we encourage students to use.

Minority Scholarships


LaLitta Nash McKaig Scholarship Fund
- The LaLitta Nash McKaig Scholarship Fund is a scholarship program designed to assist local students with the cost of attending college. To qualify, a student must be a resident of Bedford or Somerset Co., PA; Mineral or Hampshire Co., WV; or Allegany or Garrett Co., MD; and have obtained a high school education or equivalency from one of these counties. Students must also be attending an accredited college or university on a full-time basis in order to qualify. Students must meet specific academic and income criteria in order to be eligible for the LaLitta Nash McKaig Scholarship. Applicants must submit an application, along with additional application materials, to the LaLitta Nash McKaig Foundation by May 31st. SECU Scholarship - The SECU Scholarship is a program designed to assist members of SECU who are state employees looking to advance their career and their children. Ten scholarships are awarded each year, with awards ranging from $500 to $8,000. The deadline for this award is July 2. Student's must submit proof of acceptance to the University, an essay, and must have a minimum 2.5 G.P.A. For more information, email Natasha.Brown@secumd.com or visit the link below.

The Mary Rubin and Benjamin M. Rubin Scholarship Fund – The Mary and Benjamin Rubin Scholarship Fund is a scholarship program designed to assist women who are residents of the state of Maryland with the cost of attending college. In addition to being female and a permanent resident of the state of Maryland, students must meet specific academic and income criteria in order to be eligible for the Mary and Benjamin Rubin Scholarship Fund. Scholarship awards range from $500 to $2,500 per year, and may only be applied to tuition. Applicants must submit an application, along with additional application materials, to the Central Scholarship Bureau by March 1st. The Karen Ann Stansbury-Brown Memorial Scholarship Fund - The Karen Ann Stansbury-Brown Memorial Scholarship Fund is a scholarship program designed to assist students who have been involved in community service with money for college. To qualify, a student must be a resident of Anne Arundel Co., MD; Baltimore Co., MD; or Baltimore City, MD; and have obtained a high school education from one of these counties. Applicants must have demonstrated financial need, a high school GPA of at least a 3.0, and involvement in a community service program. Applicants must submit an application, along with additional application materials, to the KASBMSF by June 1st. The Angie M. Houtz Memorial Scholarship - The Angie M. Houtz Memorial Scholarship Fund is a scholarship program designed to assist students who have been involved in community service with money for college. To qualify, a student must attend or be accepted to a public two or four year college in Maryland; be a full-time student; have a GPA of at least a 3.0, and have participated in at least 100 hours of community service. Applicants must submit an application, along with additional application materials, to the Angie Fund by March 15th. The Pauletta & Denzel Washington Gifted Scholars in Neuroscience Award - Gifted Scholars in Neuroscience Awards are available to support the research in the fields of Blood-Brian Barrier and Drug Delivery into the CNS, Tumor Immunology and Cancer Vaccine, Gene Therapy, Gene Discover, and Advanced Surgical Technology. Awards are available for full-time undergraduate and graduate students majoring or intending to major in science, who are interested in performing research in the above mentioned areas. Applicants must be a citizen or permanent resident of the U.S., are expected to submit an abstract or scientific paper on their research to a national neuroscience, cancer or neurosurgery meeting at the end of their summer fellowship with the Division, and must be able to travel to Los Angeles, California, to attend the award ceremony. Dwight P. Jacobus Scholarship Fund - The Dwight P. Jacobus Scholarship Fund Awards are available to residents of Maryland or the District of Columbia (D.C.) who are majoring in Business or Education. Students must demonstrate scholastic achievement and financial need. Six scholarships may be awarded each year, with at least one going to an individual enrolled in an approved program leading to teacher certification. mtvU/Point Foundation Scholarship Fund - The mtvU/Point Foundation Scholarship Awards are available to lesbian, gay, bisexual, and transgender (LGBT) students, or non-LGBT students who demonstrate leadership, scholastic achievement, participation in extracurricular activities, involvement in the LGBT community, and financial or emotional need. This scholarship has a value of $10,000. Talbot's Women's Scholarship Fund - The Talbot's Women's Scholarship Fund Awards are available to women who earned their high school diploma or GED at least 10 years ago, and are enrolled, or planning to enroll, in an accredited undergraduate course of study. Applicants must have at least two semesters remaining before they are to complete their undergraduate degree, and cannot have already obtained a bachelor's degree. Spectrum Women's Opportunity Award - The Spectrum Women's Opportunity Awards are available to women who are have the primary responsibility of supporting their family (including children, spouse, siblings and/or parents). Applicants must be enrolled, or planning to enroll, in an accredited undergraduate course of study. Applicants must also demonstrate financial need. Graduate Teaching Scholarships from CSB - The Central Scholarship Bureau has several scholarships available to graduate students who are aspiring to become teachers, including the Straus Foundation Grant for Teachers, which is a grant of up to $5,000 given to graduate students in education planning to teach math or science in the Baltimore City Public Schools; the BHD Endowed Scholarship Fund for Teachers, which provides scholarship funding for graduate students planning to teach in public schools upon graduation; and the Kassap Family Scholarship Fund for Teachers, which provides 4 scholarships of up to $5,000 each to graduate education students, with preference given to those planning to teach in Maryland public schools. The CSB requires a minimum GPA of 2.0 and a maximum family income of $91,000 per year (the median for the State of Maryland) for most of its programs. The Bedford County Conservation District Scholarships - The Bedford County Conservation District has two scholarships available to undergraduate students who are studying in the field of environmental science. Students must be taking courses in natural resources, soils, plants, animal science, agriculture or forestry. You must be at least a college sophomore to apply. The scholarships will be awarded based on financial need, academic merit, curriculum of study, quality of the written essay, and career goals that are consistent with the mission of the Bedford County Conservation District. The deadline for the William Plank Memorial Scholarship is June 30. The deadline for the Glen Beach Memorial Scholarship is May 31. Rowe International Emergency Assistance Loans - Rowe Emergency Assistance Awards are available to support the special needs of international students entering the U.S. for study at FSU. Awards may be based on demonstrated financial need, and are available for full-time undergraduate and graduate international students accepted to FSU. DC Tuition Assistance Grant Program
- The D.C. Tuition Assistance Grant Program provides funding to Washington D.C. students to attend post secondary institutions anywhere in the nation. Under this program, the federal government pays the difference between in-state tuition and out-of-state tuition. Need is not a determining factor. To be considered for this award you must be a resident of Washington D.C., and you must complete D.C. Tuition Assistance Grant application. State Work-Study Jobs - For those students not eligible for the Federal Work-Study Program, there are a limited number of jobs on campus available in every academic, administrative, and auxiliary area. The Financial Aid Office receives information concerning these job openings once per year, at the start of every fall semester. Interested students should contact our office during the first week of school in the fall semester if they are seeking information on open state work-study positions.


Veterans’ Benefits
- Any questions regarding veterans’ benefits should be addressed to the Veterans Administration Office, Student Services Building, Frostburg, MD 21532-1099. You may contact the Veterans Administration Office by calling (301) 687-4409.


Vocational Rehabilitation
- If you are disabled, you may be eligible for vocational rehabilitation benefits. Contact your local Vocational Rehabilitation Office for information and applications.


Graduate Assistantships
- Graduate students are eligible to apply for graduate assistantships. Assistantships at FSU are worth a stipend of $5,000 for the academic year and waiver of tuition. A graduate assistant is required to work 20 hours per week. Graduate assistants engage in research studies, projects, teaching, or other activities that are directly related to their programs of study. Applications and additional details for the graduate assistantship program can be obtained through the Office of Graduate Services, 141 Pullen Hall, Frostburg, MD 21532-1099. Graduate International Fellowships
- International graduate students may apply for a Graduate International Fellowship. Fellowships are worth a stipend of $6,650 for the academic year and a waiver of tuition. Fellowship recipients are required to work 20 hours per week. Applications and additional information concerning the graduate international fellowship program can be obtained through the Office of Graduate Services, 141 Pullen Hall, Frostburg, MD 21532-1099.
