Loans - Stafford Loans (Subsidized / Unsubsidized) There are two steps a student must take in order to secure a Stafford Loan. Please read the following information carefully. Step 1: Choose a lender Frostburg State University has developed a working relationship with the lenders listed in the link below. Please select the link below to view information on our recommended lenders. We established this list to help parents and students make sense of all the loan information that is available. All of the lenders listed are processed by FSU via an electronic process, making the certification and delivery of loans seamless. Additionally, our guarantor has agreed to pay the mandated fees for all of our borrowers. We select our recommended lenders based on the payment of the default fee, the attractiveness of borrower benefits, and the quality of service offered to our parents and students. Please keep in mind that you are in no way obligated to use one of these lenders. If you decide to use another lender, please contact that lender to make sure they send our office a certification request so that we can complete the loan process in a timely manner. However, by federal regulation, ALL students must complete an Entrance Interview in order to receive a Stafford Loan. Once any student completes the Entrance Interview and/or the Master Promissory Note, our office will be notified the following work day. Step 2: Complete the Entrance Interview and Master Promissory Note (MPN) All new FSU students are required to complete an Entrance Interview and Master Promissory Note in order to obtain a Federal Stafford Loan. You will be asked to create an account at our Entrance site. PLEASE keep your username and password for future use. The Entrance Interview will take you about 10 to 15 minutes to complete. Be sure to answer all the questions. Once the interview is complete, you must select "go on to the next step" and complete the MPN. You will need your PIN used to file the FAFSA form to sign your MPN. Transfer students who want to utilize one of our recommended lenders listed in the link above must complete both the Entrance and Master Promissory Note. If a transfer student wishes to use a previous lender, we will be happy to certify the loan for a lender not included on our recommended list. If you want to utilize an outside lender please contact that lender to make sure they send our office a certification request so that we can complete the loan process in a timely manner. All borrowers have the right to cancel or reduce the amount of their awarded loan by making a change to their Financial Aid Award Notification Letter, signing it, and returning it to the Financial Aid Office at any time.
