Delve into the world of children’s literature at the Children’s Literature Centre’s annual Spring Festival on April 27th-28th. Traditionally held on the last weekend in April, this annual event attracts participants from the Eastern United States. 

The purpose of the Festival is to provide librarians, educators, students, and other advocates the opportunity to experience first-hand interaction with celebrated authors, illustrators and storytellers. Our featured speakers for 2017 were Loren Long, Greg Pizzoli, Mara Rockliff, and Jordan Sonnenblick. Professional Developtment Workshops on current educational topics, as well as book sales, autographing & a luncheon are included in the Festival registration. The Festival concludes with the presentation of the Betty Roemmelmeyer Children’s Literature Advocate Award, given to a teacher, librarian, or individual that possesses and nurtures a love of literature.

What does it mean to be “open sessions”?

   This year, we are mirroring the style of many other conferences by having our professional development workshops as open sessions. The sessions will not be available to sign up for before the Festival. They are each on a first come, first serve basis. The session will close when all of the seats are filled.

How will I know if my session is full?

   We will have “This session is now full” signs on the doors, and the speaker’s facilitator will have a list of other nearby open sessions. Also, you should be sure to sign up for our text alerts. We will be sending out notifications as sessions become full.

How can I make sure to get the sessions I want?

   In the program, we will have a list of the sessions that are in the Lane Center and in CCIT with their respective room numbers. We have also added a space to choose your top three picks for the first and second sessions prior to the start of the sessions. We are working to make floor plans available to you so that you can map out where your preferred sessions are located.

Professional Development Credit for Teachers

Educators from Maryland and Pennsylvania have the opportunity to earn 1 credit for Continuing Professional Development at this year's festival!


In order to earn 1 credit towards your recertification, you must attend BOTH days of Festival (Friday evening and Saturday).

Annetta and Lloyd Marshall Scholarship

Annetta Hammill Marshall had a passion for teaching and a passion for children's literature. As a teacher in the Allegany County school system for 38 years and a supervisor of FSU interns, Marshall created many lifelong connections with former students and colleagues. Her love of literature led to a wonderful friendship with the Children's Literature Centre. In 2004, she established the Annetta H. and Lloyd M. Marshall Scholarship to provide registration fees for teacher canidates to attend the annual Spring Festival of Children's Literature, as well as to support the various endeavors of the Centre. Her support has been invaluable to the CLC, and her friendship was priceless. CLC will honor her legacy by continuing to bring the joy of children's literature to future generations.

Professional Development

Workshop Information 

(Formally known as Small Group Sessions)

Founded in 1982, our annual Festival brings children's literature to the beautiful mountains of Western Maryland. It offers an opportunity for librarians, educators, parents, students, and other advocates to experience firsthand interaction with the celebrated authors and illustrators who bring us the joy of literature. The Festival provides presentations and informative professional developtment sessions in a personal, relaxed environment. The Children's Literature Centre at Frostburg State University encourages proposals by first-time presenters, as well as seasoned presenters. Criteria for selection will be include relevance to children's literature or profession, scholarly quality of the proposal, audience participation, and the presentation's potential impact upon attendees.


Join us as Frostburg State University in April 2017, as we celebrate the many positive ways that children's literature touches those who we teach. Please note, we will be happy to cover the registration cost for up to two speakers for each professional developtment workshop.

The Betty Roemmelmeyer Advocate Award

The Betty Roemmelmeyer Advocate Award is given to a teacher, librarian, or other advocate who exhibits a love of children's literature and strives to share it with others. The award winner is chosen by a selection committee and announced at the Festival luncheon each year. Anyone wishing to make a nomination should send a letter of recommendation to the Children's Literature Centre by January 1, 2018!

 Show Off Your Students' Work!

Are you interested in having your students create an art display for the Festival? Each teacher that submits a display will receive a free book coupon at the Festival and will be entered into a drawing to win an entire collection of autographed books from the Festival presenters.
