This page contains information about Frostburg State University's plan for a safe, comprehensive and thoughtful Fall 2020 semester during the COVID-19 pandemic. The University's goal for the Fall 2020 semester is to be a residential campus with face-to-face instructional and co-curricular interaction, activities and events that meet all local, state and national health guidelines.

The University's steering committee and working groups are assessing issues and creating a deliberate and flexible plan for Fall 2020 in consultation with student governance, faculty, staff and the outside community. Information will be shared regularly. If you have specific concerns about returning, email Fall2020@frostburg.edu and we can help address your circumstances.

August 5, 2020 – Moving Forward

COVID Testing: As promised, here is more information about COVID-19 testing at the beginning of the semester.

Everyone, faculty, staff and students, must be tested at the beginning of the semester. This includes employees who are teleworking. Students who are taking their courses entirely online and will not come to campus are exempt.

We encourage you to get tested, if possible, before coming to campus. A negative COVID-19 test dated Aug. 3 or later is valid. There are numerous free COVID-19 testing sites in most counties in Maryland. Check this link for a site near you. Students at other sites (USMH, Arundel Mills, Cecil College) are encouraged to visit one of these free regional testing sites. FSU will not reimburse expenses if you pay for a test.

Test results must be uploaded to the secure online check-in site at this link. DO NOT SEND RESULTS BY EMAIL. It is the same link where everyone will do their daily symptom monitoring (see below).

If it is not possible to be tested before coming to campus, we will offer tests on campus between Wednesday, Aug. 12, and Sunday, Aug. 16, from 10 a.m. to 4 p.m. in the 1st floor Practice Gym of the Cordts PE Center. There will be no charge for these tests. All students and employees will be pre-registered based on your information in PAWS.

  • Residence Hall students must report for testing immediately after retrieving your residence hall key as part of your check-in process, before proceeding to your residence hall.
  • Edgewood Commons students should report for a test on the day that you move in.
  • Students living off-campus and local students who commute to campus may be tested on Friday, Aug. 14, Saturday, Aug. 15, or Sunday, Aug. 16. Students can sign-up for a specific day and time through a link to be emailed tomorrow, Aug. 6.
  • Faculty and staff will be tested on Wednesday, Aug. 12 and Thursday, Aug. 13. Employees can sign-up for a specific day and time through a link to be emailed tomorrow, Aug. 6.

If you test positive for COVID, DO NOT come to campus. If you are having symptoms of COVID-19 (see this link), call your health care provider, or students can call Brady Health at 301-687-4310.

As we have noted before, we will also do surveillance COVID testing through the semester. That will begin on Thursday, Aug. 27, from 10 a.m. to 4 p.m. in the Lane University Center Manicur Assembly Hall. Other details will be shared later this month.

There are still some details that are being finalized, and we will share them as soon as we can. If you have questions beyond what is presented above, you may email COVIDtesting@frostburg.edu with questions. Do NOT send test results to this email.

USMH Students will receive an email through your FSU email from USMH on Monday, Aug. 10, with instructions and requirements for accessing the USMH locations.

 


CARES Money for Housing: Residential AND off-campus students are eligible for $375 from CARES Act funding towards their Fall 2020 housing costs. Awards will be made after the 15-week Drop/Add date on Friday, Aug. 21. Students will be permitted to carry the $375 balance on their accounts until after they receive their award. YOU MUST APPLY TO RECEIVE THESE FUNDS.

  • Students living on campus for Fall 2020 (including Edgewood) – apply at this link.
  • Students living off campus for Fall 2020 – apply at this link. Under “amount of funds you are requesting,” put “$375.” In the “what kind of emergency” list, check “Housing.” List “Fall 2020 Housing Costs” in all of the required description sections.

 

Students With Internships/Clinical Rotations: Guidelines for students doing course work off campus, such as in internships or clinical rotations, have been updated and can be found on the Provost’s Office web page at this link.

 

Daily Check-ins: EVERYONE – students, faculty, staff and guests to campus – are, starting tomorrow, expected to do a daily check-in at this link. It can also be found on the Fall 2020 web page. Employees, who have been doing this check-in for a while, will notice a different look.

 

Mask Distribution: Everyone will receive an FSU-branded face mask upon your return to campus. I encourage you to wear it proudly – Show your Bobcat pride and show that you care enough to protect those around you.

  • Residence Hall students will receive their masks at check-in.
  • Edgewood, off-campus and local students can pick up their masks at the Lane University Center Information Desk.
  • Faculty members’ mask distribution will be coordinated by your Deans’ offices.
  • Staff members’ masks distribution will be coordinated by the Building Designee for your work location.

 

President’s Leadership Circle: I am pleased to announce the students chosen for this year’s cohort of the President’s Leadership Circle. They are Samuel Bankole, Jordan Beachy, Keyonna Biggs, Abreeya Darda, Noah DeMichele, Lydia Maffley, Brianna Ralston, Caitlyn Rund and Morgan Winegardner. I want to thank these students for their past leadership, and I look forward to working together with them this year. Thanks also to Robert “Coop” Cooper, who is coordinating the PLC this year.

 

Students With Special Concerns: I again remind students who have specific concerns regarding the fall semester to email us at fall2020@frostburg.edu. You will be assigned a contact person who will ensure your questions are being addressed by the right department. And continue to check the www.frostburg.edu/fall2020website. It is being updated regularly.

 

CURRENT Pandemic Recovery Level

FSU is currently at Pandemic Recovery Level 2: Telework continues, but staff incrementally return to work to complete essential functions with reduced footprint authorized by supervisors; preparations for reopening continue; faculty return when contract commences; students return to campus with limitations on size of gatherings and reduced density in residence halls; as semester begins, classes may meet face-to-face with some blended modalities and reduced capacity; social distancing, indoor face mask donning in the presence of others, hand washing, respiratory etiquette, and employee health monitoring are required.
