Ray McGovern: Former High-Ranking CIA Analyst Will Speak at FSU

Ray McGovern, a former high-ranking CIA analyst under seven U.S. presidents over 27 years who presented morning intelligence briefings at the White House for many years, will speak on Wednesday Sept 20, 2006 at 7:30 p.m. in the Alice R. Manicur Hall of Lane University Center.

In January 2003, McGovern along with some other alumni in the intelligence community founded Veteran Intelligence Professional for Sanity (VIPS).

In addition to co-authoring some of VIPS’ issuances, McGovern has published some 20 op-eds over the past year on intelligence-related issues. These have appeared in newspapers and journals around the country like The Birmingham News, The Boston Globe, The Christian Science Monitor, The Miami Herald, and The International Herald Tribune.

McGovern’s duties at CIA included chairing National Intelligence Estimates and preparing the President’ Daily Brief (PDB). These, the most authoritative genres of intelligence reporting, have been the focus of press reporting on “weapons of mass destruction” in Iraq and on what the president was told before 9/11. During the mid-80s, McGovern was one of the senior analysts conducting early morning briefings of the PDB one-on-one with the Vice President, the Secretaries of State and Defense, the Chairman of the Joint Chiefs and the Assistant to the President for National Security Affairs.

McGovern received his B.A., summa cum laude, from Fordham College. McGovern holds an M.A. in Russian Studies from Fordham University and a certificate in Theological Studies from Georgetown University. He is also a graduate of the Harvard Business School’s Advanced Management Program.

McGovern was a mid-level officer in the CIA in the 1960s where his focus was analysis of Soviet policy toward Vietnam. McGovern was one of President Ronald Reagan's intelligence briefers from 1981-85 when he was in charge of preparing daily security briefs for the President, the Vice President, the Joint Chiefs of Staff, the Cabinet and National Security Advisor. Later, McGovern was one of several senior CIA analysts who prepared the President's Daily Brief for President George H. W. Bush.

Upon retirement, McGovern was awarded the Intelligence Commendation Medal from George Bush and worked for Washington-based non-profits before becoming co-director of the Servant Leadership School in Washington.
