Mr. Al Delia
Al Delia began his tenure at FSU in 2018 when he was hired as vice president for Regional Development and Engagement, which at the time was a new position and office at the University. While in that role, Delia oversaw the University's efforts to help advance the region it serves through engagement with business, industry, community organizations and government.
"The aim of the Division of Regional Development and Engagement was always to create lasting and strong partnerships and to align and integrate the work and efforts of those partners for the betterment of the region we serve," said Delia. "That work and those partnerships have led to the formation of a number of distinct programs, efforts and successes for the region."
In November 2023, Delia assumed the role of acting president while former FSU President Ron Nowaczyk underwent medical treatments. He transitioned to the president's Chief of Staff in September 2024. After President Nowaczyk passed away in January 2025, Delia stepped in once more, this time as interim president, to lead the campus and provide some stability until the current interim president was in place. Delia served as the new interim president's Chief of Staff from March 10, 2025, until his retirement in June.
"Throughout my time at FSU I have had the honor of working alongside dedicated colleagues and inspiring students," recalled Delia. "I am profoundly grateful for the opportunity to contribute to the campus community and beyond. I will always cherish the accomplishments and the memories of my time here."

FSU's current Interim President Darlene Brannigan Smith, PhD, is grateful for Delia's exceptional leadership and unwavering dedication. "As you know, Al was called upon to steer the ship during a most difficult time at FSU. He led with grace and resilience, and we are deeply appreciative of the wisdom and experience he shared, which has helped shape our path forward."
Prior to Delia joining the FSU family, he served in a variety of positions in academia and in government in North Carolina. Positions he has held included service as secretary of the NC Department of Health and Human Services; senior advisor and policy director to Governor Bev Purdue; CEO of North Carolina's Eastern Region Development Commission; and East Carolina University's associate vice chancellor for research, economic development and community engagement. Immediately before coming to Frostburg, Delia was director of health access at the Brody School of Medicine at East Carolina University.
Delia is a political science graduate of Drew University in Madison, NJ. He is married to Cecelia Karas and has two adult sons, Jordan and Alex.
