In Memoriam

Casper “Cas” R. Taylor, Jr., who died on April 24, 2023, was most proud of his work on behalf of Western Maryland following his tenure in the Maryland House of Delegates. Many times, he organized delegations of legislators and state leaders to visit the area. Taylor’s accomplishments over his 28-year legislative career are numerous, but the One Maryland initiative, as well as his work leading to the development of the Rocky Gap Resort and Golf Course, are two key hallmarks. In January 2007, the new House of Delegates Office Building in Annapolis was named for Taylor. On May 21, 2022, the Baltimore Street Bridge in Cumberland was also named after him. Taylor attended Saint Michael School in Frostburg and was a 1952 graduate of LaSalle High School. He graduated from the University of Notre Dame in 1956 and served in the U.S. Air Force ROTC. He was also the owner and operator of Cas Taylor’s restaurant and package goods store on Mechanic Street in Cumberland. In 1974, Taylor began a three-decade career in government service when he was elected to the Maryland House of Delegates. While there, he served on the Economic Matters Committee and later as vice chair and chair of the committee. He was eventually elected speaker of the House of Delegates, a position he held from 1994 to 2003, becoming the longest serving speaker in Maryland history at the time. Taylor was a member of the Knights of Columbus Cumberland Council 582, Alhambra Wamba Caravan 89, Maryland Democratic Party and the Speakers Society, as well as a member of Our Lady of the Mountains Parish, St. Mary’s Catholic Church. He was also a member of the Dapper Dan Club and a lifelong Notre Dame football fan who organized “Taylor’s Travelers” trips to South Bend for game weekends. A musician, he enjoyed playing the piano.
Donald Galliher, who died earlier this year, started his career at FSU in 1989. A 33-year employee, he was a supervisor of the groundskeeping staff. Don was a dedicated and hard-working individual with a green thumb who knew every plant in every bed and was committed to making the campus the inviting, charming and relaxing place that generations have enjoyed. If there is a flower garden near an FSU building, Don had a hand in it. When asked about the black-eyed Susan seedlings growing in the hanging pots in front of the Stangle Building, he replied that he had transplanted them from a bed near Westminster Hall. He further explained that black-eyed Susans were his wife Naomi’s favorite flower, and he planted them all over the Lower Quad in 2009, the year his wife of 43 years had died. Naomi Gallaher had also been an FSU employee; she retired in 1995. Don was a widower, a father and a grandfather. He was also a friend who valued his fellow employees’ sincere appreciation of the care he devoted to beautifying the campus at FSU.
