Federal Policy Updates
This page provides essential resources and guidance for faculty, staff, students and the broader community regarding U.S. government policies. As federal regulations and executive orders continue to evolve, it is crucial to stay informed about new laws and policies that may impact everyone.
Frostburg State University recognizes that some students may have concerns regarding the potential for immigration enforcement on campus. To this point, we have not had Immigration and Customs Enforcement (ICE) action at FSU. In February 2025, the Attorney General of the State of Maryland provided guidance to colleges and universities regarding immigration enforcement. Shortly thereafter, FSU notified all of our student service units to review and follow the guidance.
Based on our enrollment profile as a regional public institution of higher education, we do not anticipate being a high priority for ICE visits. Despite a tremendous amount of press regarding ICE, enforcement actions are generally preceded by visa violations or criminal conduct. Therefore, our students will not likely be targets of ICE enforcement actions.
Please review the guidance linked above to learn about your rights and the responsibilities of the University if Immigration and Customs Enforcement were to serve a judicial warrant on campus. Our University Police would be involved in this process if it were to occur, just as if a state judicial warrant were being served.
The Attorney General of Maryland also provides Resources for the Maryland Immigrant Community, including comprehensive resources, policy and advocacy, knowing your rights, legal assistance and representation, employment and workplace rights, education and school support, refugee-specific resources and emergency assistance and crisis support.

University leaders from across the University System of Maryland also meet regularly with the USM Chancellor, other system leaders and the Attorney General's office to stay abreast of the ever-changing federal landscape and to address challenges.
