Counseling & Psychological Services

Counseling and Psychological Services (CAPS) offers brief but comprehensive counseling services to Frostburg State University students, including individual and group therapy. CAPS is committed to providing culturally sensitive clinical services in a timely manner to our students. CAPS has been declared as being in good standing by the International Accreditation of Counseling Services. Our center is staffed by a variety of licensed mental health providers and trainees under supervision. There are no fees charged to FSU students.

Crisis services are available during our operational hours of Monday-Friday 8-4:30, as well as in the evening and weekends by contacting University Police at 301-687-4223. For non-emergent cases, students can expect to be seen by a therapist within 10 business days of contacting our office. To schedule an appointment, please call 301-687-4234.



Due to the University’s response to the Corona virus pandemic, CAPS has moved to a telepsychology model for the delivery of services. Individual counseling is still available through video or phone appointments during our regular business hours. Crisis services also remain available outside of our business hours by calling University police at 301-687-4223. However, if you are in immediate need of attention and you are not in the Frostburg area, it may be more beneficial to you to contact your local resources through 911.
