Estelle M. Martin serves the Alcohol and Tobacco Tax and Trade Bureau (TTB) as the Director of the Acquisition & Facilities Management Division. She also serves as head of the contracting activity and Bureau Chief Procurement Officer for TTB. In this capacity, Ms. Martin is responsible for managing TTB's acquisitions including the purchase and travel card programs, interagency agreements, asset management to include accountable property and facilities management. In addition, she serves as the Director of Security and Emergency Preparedness Operations for TTB. She directs the following programs for the bureau: environmental and safety, public transportation incentive, and health improvement program.

After graduating from Frostburg State University, Ms. Martin began her Federal career in February 1978 as an auditor intern with the Department of Transportation's Office of Inspector General. In 1982 after reaching the journeyman auditor level, she changed career fields and went to work for the Air Force Plant Representative Office at Westinghouse in Baltimore, MD, as a price analyst. After 5 years, she accepted a promotion and moved to Pennsylvania to work for the Depot Systems Command (DESCOM) as a price analyst and then a procurement analyst. When the Base Realignment and Closure Act resulted in DESCOM moving to Rock Island, IL, she accepted a promotion to come to Washington, DC to work for the Internal Revenue Service (IRS) as a procurement analyst.

In December 2003, Ms. Martin joined TTB as Director of the Office of Acquisition & Facilities Management, after working for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for almost 9 years. She has over 31 years in Federal service mainly in the contracting field, serving in many different roles: price analyst, contract negotiator, procurement analyst, contracting officer, Chief of Contracting, Chief of Acquisition Policy, Chief of Acquisition and Property Management, Bureau Chief Procurement Officer, and Head of the Contracting Activity.

Ms. Martin graduated from Frostburg State College in May 1977 with a Bachelor of Science Degree in Business Administration with a concentration in Accounting. In December 2003, she graduated summa cum laude from the Florida Institute of Technology, receiving a Master of Science Degree in Management with a concentration in Acquisitions and Contract Administration.

Ms. Martin continues to stay connected with FSU as a Director on the FSU Alumni Association Board and has established the Ira and Paula Martin Endowed Scholarship Fund for business majors at FSU. Also, she is FSU's representative on the Alumni Association-International under the University System of MD. She has served as president of AA-I for several years.
