FSU Institutional and Departmental Scholarships
Frostburg State University offers a variety of scholarship programs for graduate students. Some are funded through the FSU Foundation, while others are provided by the state of Maryland, individual donors, businesses, corporations, and civic organizations.
The Financial Aid Office uses an online application process called STARS. You can find a list of scholarships, application instructions, and the STARS link on the FSU Scholarships page.
MHEC (Maryland Higher Education Commission) Grants
Workforce Shortage Student Assistance Grant Program (WSSAG)
The WSSAG program supports students who plan to work in high-demand career fields after graduation. Eligible fields include:
- Childcare
- Human Services
- Teaching
- Nursing
- Physical and Occupational Therapy
- Public Service

Cohen Scholars (formerly Hal and Jo Cohen GNF)
The Cohen Scholars program is part of the Nurse Support Program II and provides funding for graduate degrees (MS, MSN, DNP, PhD, EdD) and post-master’s teaching certificates. The program prepares nurses to become educators, clinical instructors, professional development specialists, nurse residency specialists, and other nurse educator roles in Maryland.
Maryland institutions with nursing degree programs may nominate a limited number of new Cohen Scholars each academic year. The program aims to develop the next generation of nurse educators to meet workforce demands in hospitals and health systems.
