Frostburg State University (FSU) maintains an active educational partnership with the Hunan University of Technology and Business (HUTB) in Changsha, China. Since 2016, students from HUTB have been able to participate in a joint degree program that allows them to earn an HUTB degree while simultaneously earning an FSU bachelor’s degree in Economics with a minor in Finance. In 2023, HUTB and FSU added a second joint degree program that allows HUTB students to earn a Bachelor of Fine Arts by completing the requirements for FSU’s Art & Design program with a minor in Graphic Design. Through these programs, HUTB students are invited to study at the FSU campus in Frostburg, Maryland, for up to two semesters. FSU has customarily facilitated the timely and safe return of all attending students to HUTB to complete their program of study and earn both institutions’ degrees. Since 2023, FSU has been holding an annual commencement ceremony each summer at the HUTB campus in China.
