Application Procedures

International Students are encouraged to apply for admission to Frostburg State University.  The international student admission process is concerned primarily with three things:

  1. academic qualifications;
  2. English language proficiency and;
  3. financial support.

Undergraduate Admission Requirements:

  • Submit an original Application for Admission to Frostburg State University.  You may apply online.  The name on the application must match your name as it appears on your passport.  If submitting a paper application, the form must be signed and dated by the student.
  • Pay the one-time application fee of $45.00 (USD) to Frostburg State University.  You may pay by credit card. Checks or Money Orders should be made payable to Frostburg State University (do not send cash).  The student's name should be included with any payment.
  • Submit official or school certified academic transcript(s) from all high schools and/or colleges/universities attended.  Academic transcript(s) must list courses undertaken, grades received, annual mark sheets, examination sheets and leaving certificates as they apply in your home country.  Educational credentials not available in English must be accompanied by an official English translation completed by a licensed translator.
  • Submit an International Student Certification of Financial Support form along with required supporting financial documents.  The student's financial sponsor must provide a bank statement showing sufficient funds to cover the student's tuition, fees, room and board, books, health insurance and personal expenses for at least the first full year of academic study.
  • The Center for International Education will  provide a list of estimated expenses to applicants.
  • The name of the account holder on the bank statement must match the name of the person signing the Certification of Financial Support form.
  • The bank statement must be less than 6 months old at the time FSU issues the DS-2019/I-20.
  • The bank statement must include the bank's contact information (branch location, address and phone number).
  • Bank Letters must be signed by a bank officer and printed on official letterhead paper.
  • Photocopies and account statements printed off the internet are not acceptable.
  • Proof of English Proficiency (may be waived upon request for students whose native language is English).  FSU will consider English proficiency scores from:
    • DuoLingo Graduate 100, Undergraduate 85
    • TOEFL Graduate (550P/213C/79iBT), Undergraduate and Exchange (500P/173C/61iBT)
    • IELTS Graduate (6.0), Undergraduate and Exchange (5.5)
    • ELS Language Centers Graduate and Undergraduate Level 112
    • Inlingua English Center Graduate and Undergraduate Level 8
    • The Language Company (TLC) Graduate and Undergraduate (Level 9), Exchange (Level 7)
    • LADO International Institute Graduate and Undergraduate Level 10
    • iTEP Graduate (4.5), Undergraduate (3.6, no sub-score below 3.5), Exchange (3.5)
    • EIKEN Graduate (Pre-1), Undergraduate (2A)
    • Evergreen Academy


*Please note that the indicated English proficiency scores for J-1 Undergraduate Exchange Students (who are admitted to FSU as non-degree students) are lower than the required English proficiency scores for F-1 degree-seeking international
 students at Frostburg State University.  Students who may later decide to become degree-seeking students at FSU must reapply for international admission and meet higher standards of English proficiency.

  • Provide a clear photocopy of the identification page from your passport.
International students are not permitted to enroll in payment plans. All student accounts must be paid in full before the start of the semester.
