Application Procedures
International Student Admission Process
International students are welcome to apply to Frostburg State University. The admission process focuses on:
- Academic qualifications
- English language proficiency
- Financial support
Undergraduate Admission Requirements
- Complete the Application for Admission. Your name must match your passport.
- Pay the one-time $45 application fee. Pay online, or use check/money order (no cash).
- Submit official academic transcripts from all schools attended. Must include grades, exam sheets, and certificates. Non-English transcripts require certified translation.
- Submit the Financial Certification Form with proof of support for one full year of study.
- Provide a recent bank statement (less than 6 months old) with official letterhead, signed by a bank officer.
- Proof of English Proficiency (see accepted tests below).
- Submit a copy of your passport ID page.
Accepted English Proficiency Tests
- DuoLingo: Graduate 100, Undergraduate 85
- TOEFL: Graduate (550P/213C/79iBT), Undergraduate (500P/173C/61iBT)
- IELTS: Graduate (6.0), Undergraduate (5.5)
- ELS Level 112, Inlingua Level 8, TLC Level 9, LADO Level 10
- iTEP: Graduate (4.5), Undergraduate (3.6, no sub-score below 3.5)
- EIKEN: Graduate (Pre-1), Undergraduate (2A)
- Evergreen Academy
*Exchange students may have lower requirements. Students switching to degree-seeking must meet higher standards.
Transfer Students
- Submit a professional course-by-course evaluation from ECE, ICDE, Josef Silney, or WES.
- If already in the U.S., provide copies of all USCIS documents (visa, I-94, I-20s, Notices of Action).
Graduate Admission Requirements
In addition to undergraduate requirements, submit:
- Proof of completed bachelor’s degree
- Qualifying GPA as set by FSU Graduate Services
- GRE/GMAT scores (if required by program)

Important: International students cannot use payment plans. Tuition and fees must be paid in full before each semester begins.
