FSU Foundation scholarships take a comprehensive approach in consideration of your academic talents, financial need, and other factors to make award determinations. Treat your application like a resume and make sure to include any activities or groups you participate in. The application priority deadline is March 1, but you can continue to submit your application until August 1.
Admissions Merit Awards
Initial Merit Scholarship Awarding
No extra application required for Purpose, Reach, Transfer, and Associate scholarships.
Admissions Merit Scholarships are offered based on a thorough review of an applicant's admissions application, official transcripts, and residency application materials. It is important to make sure Admissions has your final high-school transcript for the most accurate awarding and to meet all admissions and financial aid requirements.

- All Admissions Merit Scholarships are for full-time, degree seeking undergraduates.
- Academic common market students will have their tuition residency updated to in-state. This excludes them from being Reach eligible.
- Some VA benefits and Tuition Waivers required a student’s tuition residency to be converted to in-state. This excludes them from being Reach eligible.
- The combined offer of Reach and Athletic Differential Waiver cannot exceed the difference between in-state and out-of-state tuition for an out-of-state student or the difference between in-state and regional tuition for a regional student.
- Students must have received an associate’s degree from a Maryland community college or WVU Potomac State College to be considered for the Associate’s Scholarship
Award Payment Conditions
Admissions merit awards may be used only for full-time fall and spring enrollment (at least 12 units per semester). For merit award renewal purposes, winter intercession units cannot be counted towards the required full-time units evaluation at the beginning of spring.
Annual award amounts will be evenly split into fall and spring disbursements.
The total combined financial aid offer from all sources (federal, state, FSU, and private) cannot exceed a student’s FSU Cost of Attendance (aka, budget). At any point total aid exceeds this approved limit, the FSU Financial Aid Office will begin by reducing the least favorable funds on the package. This usually consists of reducing loans, FSU awards, and/or other aid until total aid falls within this limit.
Admissions merit scholarships may only be utilized towards enrollment at FSU for a first bachelor’s degree (including approved study abroad/away programs if the student remains officially enrolled at FSU).
If a student’s tuition residency changes from out-of-state to in-state for any reason, the student’s Reach scholarship will be canceled. (For example, out-of-state students with University System of Maryland employee tuition waivers will be updated to in-state tuition rates when the waiver process is complete and out of state scholarships will be removed.)
Initial merit aid offers are only valid if a student enrolls for the original term for which the funds are offered. If enrollment is deferred to a later term, Admissions will need to complete a new review. This includes submitting any final transcripts and/or transcripts from credits earned from other universities during the deferred time frame.
Athletic Scholarships
Frostburg State University hosts 25 NCAA Division II men’s and women’s sports—and we offer competitive athletic scholarships to student-athletes. The consideration and awarding of athletic scholarships are determined by the coaching staff of each sport based on ability and program needs.

Frostburg State University Foundation Scholarships
Frostburg State offers hundreds of various FSU Foundation Scholarships. Each one has its own criteria, such as academic performance, curriculum, place of residence, or financial need.
Deadline to Apply
Foundation scholarship applications have a priority deadline of March 1, but will be accepted until August 1st. To increase eligibility, we encourage all students to apply as early as possible. Funds are awarded on a rolling basis starting in March and continuing throughout the academic year.

Frostburg State's Foundation scholarships are listed in the Academic Works scholarship portal. Students may apply via one master application. Log in with your FSU credentials for access to view and apply for all existing awards. FSU urges students to be descriptive in the application about the area of study, involvement in volunteering, extra-curricular activities, and employment experience.

Delegate Scholarships
Delegate scholarships are at least $200 per year for students taking 6 credits or more, offered through your state delegate.
Eligibility
Graduate and undergraduate students who are Maryland residents attending a Maryland college or University

To receive priority consideration, students must have their FAFSA processed by March 1st and must contact their delegate in February to determine if any additional application materials are required.

Delegate Scholarship Information
Senatorial Scholarships
Senatorial scholarships are for students taking 6 credits or more, offered through your state delegation for your district.

Graduate and undergraduate students who are Maryland residents attending a Maryland college or University

Not all senators participate in the Senatorial Scholarship Program. All students who are offered this award must accept it before funds can be sent to the school.
